I want to let whomever reads this about changes that eBay does not have in it's system. I will provide more details on my situation a bit later.
The USPS changed some prices a/o 10/2 per "Notice 123" dated 10/2/22. They added some fees not previously charged but that are not in the eBay system. One that has effected a sale I have was a "nonstandard length" fee of $15.00 - there are now 2 fees that the PO is charging that eBay does NOT charge a buyer.
I have ended several of my listings today and may have to end several more.

Last April, USPS started charging the following surcharges:
$4 for length over 22 inches
$15 for length over 30 inches
$15 for volume over 2 cubic feet
These are in addition to the "dimensional weight" which is charged for packages over 1 cubic foot.
Are you sure that you entered accurate dimensions for those packages? Could you please share links or listing numbers?

Yes I have looked at what I entered and it is correct. Also, I have shipped several items over 22" since April and was not charged by USPS or on eBay. I spoke the the local manager and she showed me the "Notice 123" dated 10/2/22 and said it was a new thing.

Here are links for the April nonstandard rates and the current Notice 123 (revised October 2, 2022). I can't find any reference to "Nonstandard" in the latter.

I found it on the link below. It does refer to April but the PO had not started charging until now.
Still, eBay is not charging those fees to the buyer.

It was already paid for. I've been verifying what the situation is so I can tell the buyer.

As noted in the link that you provided, these surcharges went into effect in April. There were plenty of threads about it back then. Sellers of golf clubs, fishing rods and posters were especially dismayed. The first link is eBay's announcement of the new fees:

OK they acknowledged the increases. So they know a seller will be charged for it. But they don't charge the buyer for it the complete cost(s) of shipping.

I don't know first hand but it's my understanding that they do charge buyers for it if the dimensions on the listing are correct.

Yes, AFAIK. If it didn't, then surely there would have been loads of posts since April about buyer underpayments (like this thread) and/or surprise back-charges through APV catching the missing surcharges.

Is this about the radiator cover? Your listing charged for a 5 lb package shipping Retail Ground. Find that item in your orders and use the "sell similar" link. When the draft opens up, scroll down to the shipping section. What package dimensions does it show on the listing form?

That's correct. USPS surcharges are included through eBay's shipping calculator and charged to the buyer if the listing form has the correct dimensions and weight.
