tried to send a buyer an invoice and that action is no longer available even though the transaction just completed
the help instructions do not work
should have been a simple pull down action an no longer there

this was a standard Buy Ii Now purchase and they paid immediately
You were supposed to be able to Invoice within 30 days

the way Buy it Now works today even with a best offer is that as soon as you accept the payment is made.

A new "enhancement" is rolling out for that feature, too. Accepting an offer no longer will result in an immediate payment.
New procedure as far as we can tell now will no longer auto-bill the buyer regardless of you requiring an upfront payment source from the buyer before they can make an offer. You are not able to send invoices for these either, and the buyer can choose to pay or not.
Basically, when you "accept an offer" it changes to "YOU SENT AN OFFER". You can accept as many offers as you like for the same thing. Each buyer is sent "You Received an Offer" (not your offer was accepted). Your listing will remain live and available until somebody pays.

Why on earth would you need to send an invoice for something that's already been paid?

I’ve never seen the option to send an invoice for an item that was paid for, and why should I want to send a request to pay when they already paid? For that matter, invoices are rarely needed even before they pay, since eBay sends them automatically. Are you thinking of a packing slip?
