paypal Balance goes down two times by case + refund

The  request opens

A temporary Hold is placed, Balance goes down

The refund is made

The Amount is taken from Balance, goes down again by that amount.

The line for the hold is removed from Transaction log + lumped together with the following, unrelated transaction. Balance goes down by Hold amount - next and unrelated transaction.

A payment is backdated 4 days (to have been received from the buyers fund on Hold) but doesnt show in the log, and the Balance doesnt increase on that day, by the transaction amount.

Summary, the Balance goes down two times.

I have checked but can only see one payment from Buyer (+), one hold lumped into next unrelated transaction (-) and one refund (-)

There is one backdated payment (by 4 days) but doesnt correspond at all (basically only shows on the refund transaction page). 

I have really checked for an hour but all I can find is the Balance going down two times.

PayPal's methods can be confusing but.....

A temporary Hold is placed, Balance goes down

The AVAILABLE Balance goes down but if you check the details of all the transactions the actual balance does not go down. Funds on "hold" are not removed from your account.

It's much the same as when a bank places a hold on a check until it clears, the money is still in your account but your available balance will be lowered by the amount of the hold.

yes thats what i believed to be true

since money is short it is noticeable, the funds just arent there.

If it were true the refund would not change the Balance

The funds with removed hold and the Refund should cancel out each other

Or why does the refund change the Balance?

I checked and looked at all for about an hour and I believe they take it twice

If you have a PayPal balance, the refund debits that Balance.

Then your available balance catches up to equal that new PayPal balance.

I have not found documentation or evidence when and where the hold is released.

In fact, a new incoming payment appears, backdated 4 days before the refund.

Its status is cancelled, and no evidence in the activity log.

Also I have the impression, since there is not much money right now, the funds are taken twice.

There is 4 transactions! One backdated 4 days as payment and cancelled, but nothing on the activity log.

As I said a refund should not change the Balance, when the hold is released.

I clearly think its a deception or a fraud or easter egg of a kind.

As well as mentioned, no documentation of the hold either (on the acitvity log).

It is however lumped into unrelated transaction on that day (the hold amount minus the payment received from that sale).

This is very concerning also

It occurs when refunds are made. Normally there is a line for the hold but I looked one hour, apparently nothing, and as described above.

After looking at all for one hour I can not find information where the hold is relased, and think they take the money twice.

Where it goes, and who receives it, and how this makes sense, I dont know.

I have also found when there is more than one request for a combined order, the refund will always fail. It can not be done through ebay.

I have also found when there is not enough Balance the refund will fail it can not be refunded through ebay.

I have seen the Balance going down by the hold but searching one hour I could not find documentation where the hold is released. 

The original information about the hold is removed. However on that day the amount is lumped off from unrelated incoming payment. After it the Balance is new payment - hold.

There is a backdated (by 4 days) cancelled payment at the time of refund, however, it is not found in the activity log.

Since I have been close to zero Balance for some time, sending to bank daily, I have clearly experienced 40 dollars going off (2x 20 dollars)

I have searched one hour and looked everything carefully

When you contact paypal you always get automated response. On the phone how to desscribe i think its not possible but above, is the best possible. I have evidence which I could add to support all i write.

I am concerned and cant get rid of the idea this is punishment and to demonstrate who is at the other end of the lever.

Besides the item was sent, the receive is expat and from 5 years experience, opening claims and causing trouble about 5 times as much.

Buyer has item, shipping was paid.

Buyer received refund.

Paypal keeps the payment on hold.

I dont understand the business model!

Go to Activity

Click Statements

Click Custom

    Transaction Type = Balance Affecting

    Date Range = Last Month (or whatever covers the transactions in question)

    Format = CSV or Tab

Click Customize Report Fields and check off Balance

When your report is done, you should be able to see exactly how each one affected your balance.

I said I looked at the activity for an hour?

I can not see anything in the activity about the hold (its removed).

It is however lumped into unrelated transaction.

Because recently I followed the Balance very closely, every day a few times.

I have only seen it going down twice.

Anyway where is the need to take from Balance when they have it under hold?

Now I need to see it thats the system to punish and people will deny whats happening.

As I said I checked balance several times a day, every day.

When it is a million Dollars!

First you need to send echeque from your Bank!

But then they also dont release it.

Youd clearly notice.

Your out of your mansion property, and additional 1 million dollars.

4 days before you refunded, you received a payment but its status is cancelled (the Balance is not affected as well its not in the transaction log).

They backdate it, and cancel it as well.

It is called Reports

I have examined the report, correctly there is cancellation of the Hold on the 2nd July, Refund was on 6th.

Also the original hold is seen

However, in the transaction log, there is nothing on the 2nd July. There is no corresponding payment from the Release. The Balance went down at the time of dispute and again at time of the refund. I can not see anything about the released payment (original payment)

and this is my concern primarily.

I have taken screen shots of all, would need to anonymize but can provide

what you write is wrong

The hold in fact is a payment already made, off the paypal Balance

At the time of Refund, a backdated payment will appear, but its status will be cancelled

The Balance is affected twice

I can not refund through ebay when there is more than one item. It will fail.

There is no refund link on paypal for these transactions when there is ebay case.

The view paypal transaction link on ebay gives error message. As well it shows a message, as a buyer Id never pay a fee. It is deceiving since the seller pays the fee and includes it in the price.

All this is very deceiving. 

I need to pay the money on top of it, out of item and paid the shipping.

When I dont have enough Balance I could not refund (hold placed already, its outgoing payment).

The original payment never comes again into the Balance. The payment status (backdated some days) will be cancelled.

It gets even more sick when there is 2 items, one payment

The refunds through ebay seem to be working now.

Refund 1 is made. I get the original payment immediately, but not added to Balance.

The Balance doesnt go down from the Refund 1

Reund 2 is made off the Balance.

It seems to be the original payment received at time of Refund doesnt appear in the Balance.

But the refund of item 1 does not affect Balance (as it should). It seems to take this payment in full.

Refunding item 2 does affect Balance it goes down

Before it was only a single item, the Refund taken from the Balance in full.
