When you create listings you give eBay and its customers permission, through our User Agreement, to use your images, videos and product details. Your content may be added to the eBay product catalog, and may be used by other sellers in their eBay listings.

What section of the UA did you find that language, I can't find anything that says sellers grant other uses a license to use their images.

This is allowed on EBAY. EBAY encourages "other sellers" to click on SELL SIMILAR and use your photos and description.

You do nothing.
Any time spent on this issue is a black hole that earns you zero revenue.
Even if you could do something about it that would not remove the competition it would just make them change the listing. You are no better off than you were before, possibly worse since they might then make their listing better or cheaper than yours.
Anytime spent looking for, worrying about or talking about this issue is good work time spent that earns you ZERO REVENUE.
