When sellers send me offers I am free to choose whatever payment method I want.

When you accept the offer and IF you select a payment option, then no that one will have to do.  When you submit payment for a purchase, you can't change it afterwards.  But if you haven't paid yet, you are free to decide how you want to pay within the rules of Ebay.

The only possible way to change it would be with the buyers approval cancel the sale/repurchase, occasionally a buyer will buy pay then want to use a different card, cancel/repurchase is the only way

You don't set the payment methods, eBay does.  So the answer is no.  And note it's not a good idea to take the transaction off of the eBay platform.  I sense a scam here.  If someone is asking for your Paypal account to pay you,  tell them NO.  Only thru eBay.

When an offer is SENT TO YOU BY A SELLER, it is not affected by your forced enrollment in the "auto-pay" feature which limits your payment options.  You can pay any way you like through checkout.
