I have to retype my message every time. I do not want to say "Here's your chance to get this item at a great price" I am not a car salesman.
wandering through the preferences to find a place to do this with no luck.

Yes it would be very helpful for this. Personally I just delete the message that eBay populates and put nothing there.
Maybe this will help you.
Type your message into word pad or a text editor then you can copy and paste when you send an offer.
A little easier then typing it over and over again.

I've never found a way to keep a message 'on file' for such. I simply type, "For your consideration, Seller".

Yes, I wish we could customize and save a preset statement. Even using clipboard, it takes me several more steps on my phone. Deleting what's there and then pasting in from my pinned clipboard is like 5 extra steps.

There is not a way to "store" a personal message.
I have one saved in Microsoft Word that I cut and paste into the box.

I know this message is sold but I suggest getting a text expander where you can type a couple letters of a premade statement and it will autofill for you. The one I used is literally called TextExpander but there are lots of them including browser extensions.
