Hi i got a message from ebay saying a fraudulent buyer had contacted me which they did you made a offer on a item i listed nothing was sent out and of course no payment was made but I cant relist my item how do i relist list it

OK, start over. A fraudulent buyer had contacted you? How did eBay know that? They made an offer, but you refused, or not? If this was a legitimate sale, but they did not pay, then you need to cancel, using as the reason "buyer did not pay".

Incidentally, puctuation, like periods, can sometimes make your message more understable.
