Ebay standard envelope for sports cards got us shut down

We use the ebay standard envelope for sports cards as our primary shipping option. Our account was restricted without warning or explanation almost a week ago. After several calls we were able to determine it was due to several items not showing delivered in the tracking updates. We have received positive feedback on many of the items ebay has taken issue with. Anyone who ships with that method knows that they do not get scanned at the local post office like all other forms of mail. They only get scanned and updated when they go through a sorting machine at a USPS hub. Anytime they are hand sorted there will be no scan and no update and this is the time of year USPS hand sorts much more than normal. Ebay is holding our payout and has removed all of our listings for something that we have absolutely no control over and we have still not even been contacted by the Back Office Department as promised to get this resolved. This is a known issue with ebay standard envelopes that is beyond they seller's control. 

 

Has anyone had this issue and if so how did you get it resolved? Does anybody have any tips on how to get the Back Office Department on the phone?

I can tell you there is NO back office or SECRET phone number as there is NOBODY home anymore.

 

This site is ALL automated.

 

But, you might try the reps that still work at Facebook (ebay for business- you will 'leave a message and then wait for up to 10 hours for a response; you will also be asked to 'sign in' so they can see your account)

I don't do ESE, but this sounds "off".

 

From my reading on the subject if your item gets any scan at all, eBay should not have "issues" with you. Even if they were never scanned, that is not a reason for your account to be restricted.

 

"Tracking" of items sold is not a requirement to keep an account in good standing.

 

If INR's are opened, and not handled correctly that could lead to restrictions, but you have not noted that as being a factor.

 

USPS is not "hand sorting" mail at the hubs where the metered scans occur.

Thank you for your reply but I have confirmed with ebay's restriction department the reason for our restriction was the amount of items that do not show delivery.

 

We have also confirmed with the USPS that yes, they do in fact hand sort at the regional hubs whenever the volume of mail is more than their machines can handle. 

 

I have spent countless hours over the last two years communicating with USPS all the way up to the Postmaster General's office on how the ebay standard envelopes work. I assume you have not?

As another poster above has suggested,  try contacting eBay thru social media. Use the instant messaging. You should be able to get a USA based rep. As long as it was not too many unresolved cases by seller where eBay had to step in a refund In your behalf, you might can get reinstated is my ~guess.

USPS treats the ESE as standard "metered mail" -- exactly like the hundreds of thousands of other pieces of metered mail that it receives on a daily basis.

 

Thus, there is absolutely nothing "special" about the ESE -- it is simply a contracted service between eBay and USPS to receive a shipping discount on business mail -- exactly identical to other metered "snail" mail that many of us still receive every day.

 

If the ESEs are dropped off in the "METERED MAIL" slots in the post office lobby, the ESEs will eventually receive their first automatic machine scans at the next USPS Distribution Center -- most often in another city and/or county, and sometimes several days after the initial mailing.

 

The final "delivered" scan is made when the ESE arrives at the post office matching the ZIP Code on the front of the envelope -- and NOT the home address of the buyer.  Actual delivery to the buyer usually requires at least one additional day, or several days if a weekend and/or holiday intervenes.

 

(Note:  It is not a good idea to hand the ESEs to a postal employee at the post office counters; or to drop the ESEs off in the "STAMPED MAIL" slot in the post office lobby; or to hand the ESEs to a USPS delivery driver; or to mail the ESEs in the USPS "blue boxes" or a personal residential or business mailbox -- as these methods may NOT provide the initial scan which is essential for eBay's "tracking" purposes, particularly for insurance claims, and may actually slow down the delivery process to the USPS Distribution Center.)

 

I'm not sure why you were told that there was an issue regarding a "delivered" scan, since that would seem to be a USPS issue; but it seems more likely that your ESEs may not have been getting the initial acknowledgement scan at the USPS Distribution Centers.

 

Have you been mailing your ESEs by using the "METERED MAIL" slots in the post office lobby?  If not, your ESEs may have been mixed in with other mail; and, during this extremely busy holiday season, many post offices have been "cutting corners" by skipping normal USPS mailing steps (including "scans" of ANY type), in order to process deliveries faster.

 

So, even though your buyers may have actually received their ESEs, it is possible that your ESEs simply never received ANY "scans" -- and there is no way for eBay or USPS to confirm either initial shipment or delivery.

 

I've been using the ESEs for the last several years, each time dropping them into the "METERED MAIL" slot in the post office lobby; and ALL have received at least one acknowledgement  "scan," and all have eventually reached their destinations, without a whimper or whine from any buyers.

Check it out -- it might help your performance ratings!

I am very aware of how the ESE process works.

 

The only thing that I could see that would cause stress for your account is if you had an extreme # of item not received (INR)  cases reported.  Not handling INR's is serious. Not saying that you do not handle things. Just presenting that possibility. 

 

Does your "service metrics" indicate a "very high" item not received rate. (that rating only goes by "item not received requests".)

What does your "seller dashboard" show?  Any area there not meeting standards?

Just "not showing delivered" should not be a reason for a shut down, because "tracking is not a requirement", and with ESE, again.....................   getting any scan whatsoever, anywhere along the way, and you are supposed to be covered by eBay for ESE insurance.

 

I find it unfathomable that letter mail is "hand sorted" at a regional hub.  There may be some stray stuff that gets that, but the sheer volume of mail, even during non peak times, would make hand sorting virtually impossible.  (from personal employment experience)

That doesn't make any sense because sellers are not required to use tracking at all. Too many packages without a delivery scan could not get a seller shut down.

What does the message from eBay say - the one that let you know your account's restricted?

 

Also, what type of restriction is it? You still have numerous active listings so obviously you weren't banned. Is the "restriction" a punishment for too many item not received claims on your service metrics?

Very High 'Item not received' rate

Directly after the evaluation:

  • For the shipping categories where you are currently evaluated as Very High, we may add extra time when showing buyers an expected delivery date for your items
  • Funds from your orders may be placed on hold until tracking information shows that the item is on its way to the buyer
  • You may be unable to deduct an amount from the buyer's refund if an item is returned used or damaged

A lot of sellers don't have tracking...so that's not the reason.

eBay standard envelopes are considered "meter mail" and not a "stamped envelope".
