When is the right time to lower or upgrade your ebay store from on level to another. I am currently downsizing and moving from the Anchor down a level. My dates are 30 April or 1 May not sure which day I need to do this on.

You don't have to do it on any specific date.  Store subscriptions are paid-up a month in advance.  If your annual subscription is due to renew on May 1, then you can downgrade or cancel at ANY time during April, and the downgrade or cancellation will take effect on May 1 (because you're already paid-up for April).

As referenced in the other post, ebay is having a month of amnesty for early-termination fees (ETF):   they will not charge the ETF for sellers who cancel or downgrade their annual subscriptions during the month of May.
