Does eBay global shipping provide an estimate BEFORE checkout?

On more than one occasion now I have accepted an offer from an international buyer only to receive a message asking why shipping costs are so high.  Ultimately they decide not to pay it and the transaction gets canceled.

Does eBay not provide an estimate or something like that when a buyer submits a best offer?  something like 'when submitting this offer you will be responsible for ~$x.xx in shipping and import fees' ??

The buyers seem completely blindsided sometimes.

They should see a shipping estimate, but I think they are often surprised by the costs. It is significantly cheaper to ship to the U.S. than it is to ship out of the U.S.
