Does ebay have a option to chat with customer service. I have uploaded my drivers license front and back probably a dozen times. This is for the new authentication thing that they say is now mandatory. Anyway more funds are frozen until this is completed. They are not approving it for some reason. I need to speak with someone to get this accepted. Chat would be perfect but I can not find it anywhere on ebays site. It's past the point of frustration.

I would suggest that you contact Ebay for Business on Facebook or Twitter for the better trained CSRs.

Ebay has had a rule for many years that pertains to New Seller and sellers that have been away from selling for 90+ days. The following is the policy that outlines why you money is likely on hold.

What format are you using to upload? I don’t believe eBay uses jpeg.

Yes they do.  All my pics on my listings are jpegs.

If you are still getting the notice to upload the ID do it and retype all of your information that is registered with the site. I saw that on a thread last year and didn't have any problems after I uploaded and updated. All the reminders disappeared but other than that you don't get any other acknowledgement. 

If you are still having problems reach out to the ebay support people on Facebook. They are real ebay employees and can help you. You will get a message from them and possibly even emails. Chat is mostly automated, so don't bother using it - even if you find it.

This is a very interesting suggestion.  One I've never read before, thank you.

I would only add that to increase your chances of this working, don't overwrite any field.  Clear it and re-enter the info.  It does make a difference.

It can't hurt to try.  I do suggest that you don't overwrite anything.  Clear the field completely and then retype the information.  Others on other threads have reported this has helped for them.
