Do you have a business license? You will need one.
You can sell on a personal eBay account or a business eBay account, and whichever account you have on eBay needs to link to the same type of Payoneer account, personal eBay account to an individual Payoneer account, and a business eBay account to a Company Payoneer account. Payoneer will let you know right away when you are successfully linked. Then it takes eBay 2-4 weeks to verify everything from their end.
When you're accepted eBay will send you an email saying you're all set.

While you wait to be approved go to eBay Seller School and eBay Academy. It's free.
However, one thing they push on you is to buy a store subscription. That's fine but it's a waste of money to buy one at first because you are limited to 3 listings when you start and your limit is gradually increased. We see a lot of Sri Lankans that commit to a store and list from dropshippers in China and soon afterward they're suspended.
Good luck with selling.

Has ebay contacted you to let you know that you have been approved to sell and can begin selling? If not, be patient. It can take up to 4 weeks to be approved and you will be limited as to how many listing you can post.
Like others have suggested, it might be a good idea to attend the seller school that Ebay offers while you wait to be approved:
It's a valuable tool that can teach what it takes to be a seller on ebay. Good luck should you choose to enroll.
You might also look into the rules and policies that ebay sets before selling anything:
This gives you insight on what can and cannot be sold on ebay. Very important.
Have a great day
