I posted an item, almost immediately received an offer (buyer hadn't paid)..I accepted & then realized my title had "new" in it, yet my description had "Used, but in incredible condition...", I emailed this info to buyer that the description was correct & that its not a new item & if they were still interested...they responded back asking for my phone number so they could ask me a couple of questions.

Do not give out your phone number. Scammers ask for phone number or email and try to trick you.
There's no legitimate reason to need your number.
Keep all communications within ebay message system.

It's a scammer.
If you reply, respond to the message through ebay that all questions can be asked through the listing. Tell him that ebay doesn't allow outside contact.

Also the buyer probably has no intention of paying for the item. After 4 days you can cancel and select 'buyer did not pay' as the reason for cancelling. Then re-list.
As a new user I would avoid using the best offer option.
