As most buyers sort their searches by price + shipping: lowest first, I would opt for the 20% off.

Something to factor in:  20% off is off the purchase price, but a 20% ad rate is off the whole transaction.

$10 item 20% off, costs you $2.

$10 item+10% sales tax plus $5 shipping with 20% ad rate costs you $3.20.

Option One:    Let your customer keep 20% for himself.

Option two:    Give the 20% to ebay

Either option is assuming you make a sale.
