I see references in several places indicating that one can upload images to EPS (ebay picture service) instead of "self-hosting" them on an external host when using the PicURL field in an uploaded CSV. (Formerly File Exchange). I've read over all sorts of help and documentation, but i cannot find the URL one should use in the Pic URL field to do this.
I did see some reference in the file exchange documentation indicating it needed to be done through an API, but I saw no indication in the API documentation of image uploading for listings how one would specifically upload to EPS.
Is it really possible to upload pictures to EPS using a CSV? BONUS: Is it possible to FTP (or similar) pictures to EPS?
Thanks!

Sellers can upload pictures using our API so that the pictures are hosted on eBay. Here is a link to a page with information on uploading pictures using an API:
http://developer.ebay.com/DevZone/XML/docs/Reference/eBay/UploadSiteHostedPictures.html
Here is an example of a EPS URL:
https://i.ebayimg.com/00/s/MTA0OVgxMDUw/z/chwAAOSwzmthp5ky/$_1.JPG?set_id=880000500F
For more information using APIs, I would need to direct you to the Developers Program:

Is Ebay getting any closer to a simple csv file with url's for photos so the average seller (sellers without API Call experience) can use the bulk listing features, which includes the use of Ebay Picture Hosting?

We use BucketLynx (https://bucketlynx.com) for our hosting. It has a feature that automatically populates image file links in our eBay (and other store) bulk upload files, so there is no API to learn.

There still seems to be no way to import image URLs in a CSV... One shouldn't need developer resources to bulk upload listings with images.

The image URLs that a seller provides in a CSV file must be hosted on an external server that can deliver an "https" file over a secure SSL connection. Developer resources are not necessary to provide the URL. The seller's server should also be able to immediately deliver the file. If the server is incapable of fast and immediate delivery, eBay may move on to the next image file; and thus, the images within that seller's listings may end up delivered from the seller's own server, rather than being rehosted by eBay for quick loading with the listing.
