Send Private Coupon Not Working

I’m trying to send a private coupon to past buyers but keep getting this message “Unfortunately, we ran into a problem sending your coupon, please try again”.   Any insight?

Tried to do this, this morning to prompt buyers to expand and buy additional items to ship on Friday. But nope, same error
