I have a Basic Store I receive quarterly coupons.

You should find yours in your Seller Hub ..Click on the Store tab..find and click Subscriber Discounts. Quarterly Coupons are in Subscriber discounts when you click "Subscriber discounts" you will see eBay Shipping Supplies click that for your quarterly coupon.
