Get ebay step for return and refund

I have bought LPs, however, there are two issues. 

 

The first one,  condition of the LP is "Doesn't match description or photos"; the second one, sent me incorrect vinyl but with correct LP's cover.  And then I have contact seller many time and got no feedback, as a result, request return it.  A day later, seller promise refund to me and I am not required to return the LP, also will send me correct one LP.  Of course after that, no refund and and the seller cannot be reached at all.

 

How I can get ebay step in or involve in this circumstance?  How I can contact ebay directly not with the artificial chat box?

Always, always go through the eBay "Money Back Guarantee".

1) Thoroughly read the eBay MBG (money back guarantee) policy.

2) File an INAD (Item Not as Described) case. You can only file ONE case on eBay, and it must be done within 30 days after delivery.

3) Seller will have to refund, but may require you to send the item back; if so he will have to provide the label.

4) Pay close attention to timelines and steps during the case.

Do not communicate with the seller any more except via the case.
If you send the item back without a INAD case you will not be refunded.
