cell Phone buyers not seeing full description and/or combined shipping instructions

I offer combined shipping. Instructions are in the "FULL" item description...Customers are not seeing the information when they use their cell phones to buy things. I then wind up refunding the shipping overage. This would never be a problem except for Ebay still takes it's chunk of money from the initial amount and does not credit back their fee overage to the seller on shipping refunds. Customers are not getting "the request a invoice"  option from the cart on cell phone platforms either. This is not remotely fair to the seller. Could Ebay please explain why they feel the need to NOT adjust and refund the percentage overage of fees charged on refunded shipping?

You would have to contact eBay to ask them.

 

Why don't you refund a lesser amount to account for the fees?
