Typically that indicates a problem at the seller's end.
If you are purchasing from more than one seller, try separating your purchases so you are only purchasing from one seller at a time.
If you are only purchasing from one seller, is the seller new to selling or registered in another country? Either of those could be indications that the seller has not set up the account to accept your payment.
