I purchased a set of tires December 13 for $350.00, the seller mis represented the ad and made an honest mistake they wanted that per tire not for four. I have tried to contact eBay several times and that is not as easy task. The seller has tried as well. Unfortunately AI can't think outside the lines. I have been with eBay over 20 years and I am now done. I can't get my refund and I do not think the seller is the problem it is eBay.
Very frustrated and will be done with eBay soon. And if you do talk to someone they can not understand the issue.

Buyers have a 30 day money back guarantee. Simply open a 'return' for 'not as described' (if that is what happened and listing clearly showed 4 vs 1) and seller will have to pay for return shipping label. If you 'misread' or 'misunderstood' the listing, then you may need to pay to return it (using- "purchased in error" for a reason).
Does the listing allow returns or does it say 'no returns'?
By the way, the seller can easily tell you to 'just return it' or they could send you a 'shipping label' and refund you upon return. They are not trying to help you, they are trying (and succeeding) in making you think there is nothing that can be done.

If the seller has not sent it, then they can "cancel" the transaction on their end as "buyer asked to cancel" as the reason...it is pretty simple for the seller to do. You get an instant refund.

Did you actually pay?
If not, the seller can choose to cancel for various reasons, including for non-payment, which would count against your account.
If you did pay, the seller can choose to cancel and refund you. That would be the easiest course of action as long as the seller has not already shipped anything.
If you paid and the seller refuses to cancel or ship, you can file an "item not received" case with eBay, and force the seller to refund you if the seller cannot provide tracking that shows delivery.
If you paid and the seller ships something other than what was described in the listing you can file a "not as described" claim with eBay, return the item at the seller's expense, and get a refund.
If you paid and the seller ships exactly what was described, you can chose a "remorse" reason to return the item if the seller accepts returns, but you may have to pay return shipping in that case depending on the seller's return policy; or you can keep the item and do something else with it.

I paid for item, the seller listed at $350 for four tires she meant to put 350 per tire she did not send the item out. Since I never received it I can't return it. Have you tried getting in contact with eBay near impossible

Once the last estimated delivery date passes, you will be able to open a case for “item not received”.
If you happen to receive only one tire, you will have to open a case for “item not as described”. You received something from the seller but it doesn’t match the description. In this case, it was described as 4 tires, but you received only one.

What were the estimated delivery dates provided by eBay when you purchased the item?
One day after the the latest delivery date shown, you will be able to file a Item Not Received case. In your purchase history, find the item and select, I Have Not Received My Item.
Let us know what you see as delivery dates.
Folks here can walk you thru this process a step at a time.

You never stated that you never received in your opening post.
You can open a 'return' 1-2 days beyond the last 'estimated delivery date' and not before.
Of course, as stated by others- the seller can easily just 'cancel and refund'. Tell them to go 'to the sale' in the 'ready to ship' and click left side drop down- cancel with reason of 'customer requested'.
They don't need to talk to anyone at eBay to do this.

either buyer or seller "talking to eBay" will often end up with poor/inaccurate/non-applicable procedure instruction being given by CS, and likely to be followed by "unaware" buyers/sellers
