Porcelain Smoking Pipe?

Can Anyone Read Chinese?
I've had this vase at least since 1998. Bought at a resale shop so I don't think it's too old. I did clean the rim as it was quite dirty. Can anyone read the signature on the bottom? The porcelain is heavy and had a blue hue to it.
