Are these Westmoreland Peacock Cr. & Sug supposed to have a lid?

I have seen many of these both with and without a lid. I have seen more without a lid. Are they supposed to have a lid?

I think they had lids. Do they have an inner lip for the lids to sit on? Otherwise, they would be smooth inside.
