Looks to be WWII. Here is a Japanese translation site I have used in the past. I found it very helpful and they usually reply in a few hours.

I would find someone who teaches Japanese and send them the images. Perhaps they would translate for free and I might also look for a WWII museum and ask if they have contacts that could help. Start by contacting nearby colleges and universities. The language departments there are helpful people. Best wishes. P.S. please come back and tell us what you find out - this is a fascinating image.
