multi user account

I am trying to set up an account for a non profit with multi users.  The seller account for the non profit is set up, but when I send invites to create authorized users, the item the person lists shows that person as the seller, not the  nonprofit.  The instructions for multi user accounts says "You'll need to be opted in to Seller Hub so that, once invited, other users can manage aspects of your account."  I can see the seller hub on the nonprofit's account and items can be listed there, but the multi user protocol does not seem to work.  I have tried putting this question to the chatbot and it cannot understand.  I have tried phoning and get dumped.

Somewhere I read that "You'll need to have at least one sale to use seller hub" .  We have not had a sale yet.  Do we have to have a sale before multi users can list in seller hub?
