buyers not paying on ebay motors

I have listed a a vehicle on E bay twice both time the buyers bid to the the reserve but never even bothered to answer their emails after they won the bid so I have paid the listing fees  but have not sold the car after checking the Buyers feed they both show 100% positive is this some kind of a scam?

Bids/buys on vehicles are non-binding. That means either party can walk away at the end of the auction.

Use a buy it now format with a non refundable amount to close the sale.  This phenomenon has been going on since eBay was formed in 1995.  Nothing new.
