Seller does not want to issue full refund.

Hello everyone.

I cancelled an item and request refund from a seller before the seller sends the order. The seller answered that he/she is not going to issue me full refund. The seller kept some money by saying that paypal charged him/her this amount. It sounds really rediculos for me. Ebay has policy about full refund garantee. I have not seen that a seller charges a buyer paypal fees. What does community think about this case?

The issue is that the seller wants to charge me $0.30. I do not understand this approach.
