I'm concern about my item

Hello there,

I think my item might be a problem with purchase, but I did pay everything and the seller couldn't help me at all so he told me that I should contact asistance and I can't find any useful to open claim because I don't know how to do it since I'm still new to eBay. I also did contact eBay on Facebook so they told me open claim and it tells me to contact assistance or ask community members and I ordered this Spectum 97970 Flower Flat Napkin Holder, Chrome New and I think the problem is carrier
