I think that if someone wanted to use them, they could probably use a modern garter piece. I would just list as they are.

How big are they? The backs look like belt buckles.

Could be belt or sash slides? Material would thread through the bar on the back (looks bent down in the photo closing the gap).

Do a google image search for garter clips. There are some similar to yours.
