help with rhinestone dress clip manufacturer

Can anyone please tell me who made this dress clip? Its marked "38" on the back.

The 38 on your piece I don't believe is a maker's mark, but rather it is probably either an design identification number or possibly the stone setter's number.  Without additional markings, the likely hood of determining a maker on this piece is not real good.  Sorry.
