To me, It looks lake is a pre-printed pattern from the manufacture to be used in embroidery. Very common. Can be used with Punch I guess or even Tri-Chem - although I'd not complete it that way - only needle, thread and an embroidery technique. The holes are not uniform or large enough or evenly spaced enough to be Punch that I can see.
Judging from what I can see, the appearance of the fabric - it might be from the 60's is my guess. With the stains I see, you might have a hard time selling it for more than 5 dollars or so IMO, depending on if you have the thread that came with the kit or not... Good luck.
