Need help with small wooden axe with ribbon

Does anyone know what this is.  I believe it has something to do with politics.  It came from my Grandmother born in 1909.  Her father was a state senator.  Any help would be appreciated.

Hi,
I believe that is a reference/symbol of George Washington and the cherry tree.   Often times, there is an ax or hatchet with a patriotic ribbon tied around it (like yours, or in pictures/postcards/etc).
