1889 PRR ticket - what is "International American Congress"?

I just bought a pair of these PRR tickets because they look like something unusual to me anyway.  I've never seen "Theatrical and Troup" tickets and I can't find anything on IAC. Was it a theater group from the late 1800s?

This is a political group I believe. Lots of information when searching the net. 1889 was a big deal. My guess some delegation or meeting was going on.  Hence 72 people. Good luck
