Is this a twist and turn Barbie?

The year stamped on the back is 1968.  I know that can mean the copyright date and not the manufacturer date so any help with a good title and keywords are appreciated.   The shoulders look dirty but it doesn't seem to come off with a bit of soap and water.  Not sure if this is just normal discoloration from age OR if they are dirty.

The dark mark on the shoulder looks more like dirt than aging. When the vinyl used in the late 60s early 70s ages it tends to either get white spots or get sticky. Try gently using a Magic Eraser on the spot, or use some Bon Ami cleanser. Just be very careful not to get either of those anywhere near anything that's painted.
