Please help ID this tool / attachment.

I am guessing it is for attaching to a horse but could be wrong. Thanks for your help.

Yes, you have one half of a pair of hames, part of the harness for a draft horse.  Hames attach to the collar, traces attach to the hames.  Here is an old leather collar with wooden hames.

And old school antique dealers used to put mirror glass in the space between to make a lovely wall mirror for the lady of the house. This was rapidly followed by the invention of the man cave. "Get that smelly thing out of the living room!"
