Odd Cast Iron Tool

Have had this odd hand tool around for years,Time to try and figure out what it is. Any ideas?from above see the notches?underside

It looks like a mold

Perhaps 1/2 of a cigar mold? Wild guess...

It's clearly a scoop for filling a narrow container, but for what I haven't a clue.  It's not likely for a powder because of the thick serated edge.  If for powder it would have a thin edge.  It's looks lke it could be used to fill the BBs into a shotgun shell.
