The mark looks something like the mark of Miguel Melendez, although I doubt that's correct.  

I do think it's highly likely the piece is from Mexico though.

I agree, most likely from Mexico. Although no measurements were given, my first thought, when viewing the photograph, was that it began life as a spoon.
