12" Antique Floral Pattern Serving Platter with makers mark - anyone recognize?

Hi one and all,

 

Does anyone recognize the makers mark and pattern of this ceramic serving tray? My guess was English late 19th century. But as for the maker - no clue at all.

The wreath mark was used during the 1930s and '40s, according to Lehner's Ency., so I have no doubt this is from 1942. Dogwood Pink, according to the replacements.com site, made in more than one shape.
