How do I contact ebay for improper collection of sales tax and get these dubious charges refunded to me?

There is no one at ebay you can contact about being charged sales tax for an item that is usually tax exempt. Chances are, you were charged sales tax on the coin/bullion because of the Category the seller listed the item in. To be exempted it would have to have been listed in the basic Coins and Paper Money > Bullion category. If they listed it in Collectibles, that is probably why you were charged sales tax. All you can do is print out the Order details and claim it as an exemption on your state income tax form.

The U.S. Mint has info. on why Gold, Silver, Bullion are assessed Sales Tax. It has to do w/ being sold over 'melt' (at a premium) .

On eBay, the buyer pays state sales tax, not the seller.
And the state sales tax is calculated based upon the address of the buyer, not of the seller.
