Seller won't send item from won auction but refund

It is fine that seller refuses to ship item won in auction for lowest price and refund it instead?

The excuse is, that the Japan post office can not send items to Slovakia now.

You can look it up. There's restrictions and/or delays currently. This could affect sellers ability to timely deliver. So you were refunded

Did you check the listing to see if they ship to Slovakia?

But the short answer is that eBay can't force a seller to ship. All they can do is ensure you've been refunded.

Yes the listing stated shipping to Slovakia with specified price.

It looks like it's due to some shipping shortages what was mentioned by stevescho.
