Missing Item

     I placed an order as a guest.  The item didn't arrive, but it says it was delivered.  The ebay chatbot won't let me talk to customer service because it can't find my order number.  Does anybody know how I can reach a real human in customer service?

When you buy as a guest you will receive an email in your regular email with the title Order Confirmed.  The order number will be in the message. The Order number is 12 digits long divided by hyphens.  That message could be in your spam, business, offers or junk files, by your provider, unless you mark it as being a regular email.

 

From what you have written, it seems that there was tracking that received a Delivered scan, but no item was received.  This issue could have happened because the seller accidentally  put the wrong address on the label, the item was stolen after being delivered, or you were the victim of a fake tracking number scam.

 

You do not need to speak to a rep about this, you have to file a Item Not Received (INR) dispute, using the link provided by @ebooksdivaUnfortunately, if there was a Delivered scan, the claim will be denied, because of that, because eBay reps cannot access the shipping label information, because they are not either the sender or recipient, They can only see the tracking information you already have. Because all of this will be handled through your regular email, you will have to keep checking that account for messages from ebay, which could end up being in your spam or other files. When you get a message saying your claim has been turned down, there should be an Appeal button in it. You will have 30 days from the day the email was sent to appeal. However, in order to successfully appeal, you need to do some leg work.

 

Your first step would be to call the shipper's customer service phone number have the tracking number handy when you do that.  You want to ask the rep if they have GPS coordinates for the delivery, or a photo of the delivery address, and give them your address so that can be checked out. You also want to ask if your address matches the one on the label. Also if you get the information about the product from the Mfr's site, its size and weight, you want to ask the rep if the package type/size/weight matches what was sent. Those reps can only give you a general answer to those questions like "the addresses do or do not match, and the package type/size/weight was not right for what you received.  They may be willing to send you an email with that information, but ebay will not accept emails as proof, because emails can be faked. 

 

Once you have that info

You will have to go to your P.O. or  a local UPS or FedEx store.  You need to bring a copy of your order details page which shows your address and the tracking number with you. If you bought using a phone or tablet, you can bring that to show the clerk the order details. In the case of FedEx and UPS, who are more difficult to deal with than the USPS.

You want to ask the clerk to check the label address against yours on the order details page, and also to check the Package type/size/weight info to see if was is appropriate for what you should have received. .   If the info does not match up, you ask the clerk to write a note on Company stationary saying in general that the shipping label's address was not yours, and if applicable that the package type/size/weight was not right for what you should have received. Show them a copy of the email, which may get the clerk to agree to writing the note. explain that ebay doesn't accept emails. Do not ask them to write specific address or package info, they cannot give it out.  Have the clerk print their name then sign and date the note.

 

Once you have the note, you can appeal the initial INR dispute ruling, You can write out what happened in the message, and what you found out, and add a CLEAR photo or a scan of the note to the Appeal, which will be looked at by a real person, who should authorize a refund. 

 

Because your account was dormant for such a long time, it may have been closed. If you bought as a guest because of that or because you forgot your login information. You may want to register a new account so you can buy directly from the site. Doing that makes it easier to communicate with ebay, if an issue crops up.
