why is ebay trying to scam me again?

i recently had to cancel an order because the item was stolen and i refunded the buyer right away and now ebay is telling me that the order cannot be canceled because i have not refunded the buyer... THIS IS PURE NONSENSE and ebay needs to get their act together quick.. i have the details of the refund printed out from my paypal account and i think i will contact the BBB about this.... this is why i no longer want to sell on ebay... they seemed to have targeted me as an easy scam for buyers... and it to the point where i am talking to our family lawyer about filing a civil suit against ebay for unfair practices and descrimination just to start with.......

so my question here is.. WHY is ebay trying to scam me when i have the proof that i completed the refund?
