sellers running bids up

A particular seller ran bids up, then retracted their last bid.  Don't know how they managed it, but the retractions were within just 30 minutes of auctions end in a couple cases.   I have been trying to get ebay to help, but the only solution I am being offered is mailing the items back at my expense and the seller will give a refund.  I don't trust them to give me ANY money back.   How do I get Ebay to protect me in this situation?

This is obviously a very unscrupulous seller and Ebay is allowing them to continue to sell.  I have given Ebay evidence of what I am saying in over 25 auctions, still nothing!
