seller will not follow through with purchase

hi there,

i have been an eBay member for a long time and i don't think that i ever had a seller not accept payment, respond to messages and ship an item i won. i have sent numerous messages and the payment is listed as not being accepted in my paypal account. i think the buyer won't follow through because they hoped for more money but at this point i am just speculating. i can't have eBay step in because it reads that i haven't paid. 

does anyone have a suggestion or know how to approach eBay about this?
