paypal cancelled shipping agreement with ebay, how can i get it reinstated

i was charged twice for printing a label.  my paypal account showed only one label but the fee subtracted was double the label cost.  i requested paypal to fix.  meanwhile ebay showed that the label 'did' print twice...so the correct thing would have been to void a label, if it would have shown up.  i think i had an internet burp.   but paypal handled this by cancelling my shipping agreement with ebay.   so now I cant print labels.   is there a fix on my side, or do i have to count on someone to fix with a phone call?
