incomplete order

I won a boxed toy auction and asked the seller if they could keep the toy cap guns so that I could save on shipping expense. They also decided to also keep the holsters that were never part of the discussion. I received the empty box and I have requested they send the holsters. The reply was for me to pay shipping. I didn't receive what I won and paid for. Who pays for the extra shipping? Buyer or seller?
