how does a buyer change or remove feedback given to a seller

a new buyer to ebay left me neutral feedback in error. he wants to change it or remove it. how does he do that?

You only get to request 5 feedback revisions per year.  Are you sure you want to use one up for a neutral?

Go to your feedback page, scroll to the very bottom, and click on Request Feedback Revision.  Once the buyer receives it, s/he has 3 days to act on it.
