I was told I need to set up a " 30 day buyer pays return" policy
Should I do this? and how

Who told you that you need to do this? You do not have to accept returns, although I do think it is a good thing to do.
To change the return policy on your active items, you can use bulk edit. If you have never used bulk edit, try it on a few items until you are comfortable using it.
In your list of active items, select some that you want to change by checking the box on the left. Then click edit at the top of the list. This takes you to the main edit page.
Again check the boxes on the left, then select return policy from the pull down menu of edit fields.
Select your new policy, save and close. Back on the main edit page, click submit.
