handling and validating times for shipping

Please help! the tracking and uploaded times validated confuses me. I can never be at 100% and don't know why

If I have a 3 day handling time, you don't count the first day until they pay right? and then need to get to post office within 3 days right?

So if my item sold on March 1st and the buyer did not pay till March 3rd i would have 3 days to mail from the 3rd???? 

Also, does anyone know if there is a list or report that shows what items were posted with regards to the 50 free listings?

Twice my account was screwed up and i was paying instead of getting them free.
