exorbitant pricing or shipping fees

Is there anything in the rules about exorbitant pricing or shipping fees?  What about under-pricing on your listing that is not reflected on the order page? How often have you seen product X advertised for (example) $4.08 and then when you order the size or type of item X it costs MORE than what it is listed for and there is NO Option to buy anything for $4.08.  Is that legal or just stinky?
